Baruch graduated in 1996 with a Master’s Degree in Structural Engineering from the “Ecole Centrale” of Paris, France. After 4 years working as a Structural Engineer for the Freyssinet Group design subsidiary, Baruch took charge of the Technical Department “Repair and Strengthening Division” of the Group. The division was responsible for the engineering major projects in-house as well as R&D for new repair/strengthening materials and systems. In 2003, Baruch arrived in Virginia tasked with developing the Repair and Strengthening business of the Group in the US. His leadership allowed the Group to grow their US subsidiary revenue and market recognition substantially until his departure in 2007 to establish OTB Contracting. At the helm of OTB Contracting since 2008 and Barrier Cable Systems since 2012, Baruch’s contracting experience includes Bridge Repairs and Strengthening, Building Structural Rehabilitation, Alteration or Strengthening as well as Post-Tensioning Systems and their Repair. Baruch has been an active member of ICRI, ACI and the Post-Tensioning Institute since 2003.
